Cimb e.mastercard is a debit card with no monthly and yearly payment from CIMB BANK. You can apply for cimb bank debit card by online here.You can now withdraw money from your CIMB e.Mastercard using Cash Access services. In case you topup much in your debit card, you may now withdraw it back from cashier at Giant Hypermarket. But I have no idea if we could use it to withdraw money from paypal.
