When you buy vcc from dealers, they will gave you a virtual credit card number and after you activated it with paypal, ask from your dealer the EXPUSE number needed to verify that the card is yours.
EXPUSE number is usually given in credit card bill statements. So ask for yours from your dealer after verifying.
